Use Admin Inline verbose_name as default for Inline verbose_name_plural

Verdict: disputed: one of the two checks found quoted evidence (not counted as a flag).

I propose that verbose_name_plural for an Inline class should by default be based on the verbose_name for an Inline if that is specified.

Disputed: one of the two checks found a stated fix, the other found nothing. Not counted as a flag; the quote is on the task page.
